Agriculture
is one of the key economic pillars of the Kingdom of Cambodia, contributing 22% to the national GDP in 2022, and providing livelihoods for more than 2.5 million people (FAO, 2023). However, the sector faces significant challenges, including climate-vulnerable production systems, inadequate agricultural services and infrastructure, underdeveloped value chains, and unsustainable natural resources management—further exacerbated by the climate change. These challenges not only threaten the livelihood of millions who depend on agriculture but also pose serious risks to the country’s GDP. If left unaddressed, the economic and social impacts could be severe, with far-reaching environmental consequences that endanger both the nation and its people.

In 2020, the Asian Development Bank (ADB) approved the Loan-4013-CAM to support the Cambodian agriculture sector through the Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP). The goal of ACSEP is to increase value addition of five competitive agricultural value chains or AVCs within the target areas. It is designed around 3 expected outputs: (1) enhancing AVC financing, (2) strengthening AVC linkages and safety, and (3) improving AVC connectivity.

By enhancing these outputs, the project seeks to build the capacity of Cambodia’s agriculture sector while improving the economic and social well-being of the people who depend on it. Main objectives of the assignment are to strengthen technical and management capacities of the participating government agencies, participating agricultural cooperatives (PACS), poultry farmers, participating agro-enterprises (PAEs) to implement the output 2 of ACSEP.

On March 30 2025 INACON signed a contract to provide services as required by the client in order to achieve the ACSEP’s objectives. Collaborating with 3 Cambodian consulting companies: CADTIS-Consultant, Cambodia-CSTR, and Maxima Consult, INACON leads the effort to strengthen technical and management capacities of the participating government agencies, participating agricultural cooperatives (PACs), poultry farmers, and participating agro-enterprises or PAEs to achieve AVC linkage and safety strengthened.

With INACON’s extensive and successful experience in the agriculture sector, and its mission to contribute significantly to the development of human welfare, we, as a lead firm, dedicate our best efforts to achieving the target indicators of this project. The target indicators are as follows:

  • establishing approximately 230 Inclusive Business Partnerships (IBPs) between PACs and PAEs,
  • ensuring at least 35 PACs—of which 60% are women-led—obtain agro-product safety assurance certificates,
  • ensuring that around 10% of PAEs obtain food safety assurance certificates, and
  • achieving adoption of improved genetic materials by at least 30% of cashew, mango, and cassava PACs ’
  • ensuring that at least 50% of poultry farms adopt improved genetic materials breeds, and
  • securing at least 30% overall participation of women farmers.

These target indicators aim not only to improve agricultural technique and capacity, but also to promote gender equality and empower Cambodian women through increased participation in agriculture activities. Of the 230 target PACs (about 27,000 households), 60 will specialize in cashew, 100 in cassava, 10 in mangoes, and 60 in vegetable production. Poultry farmers are individuals.
