The Royal Government of Cambodia (RGC) has continued efforts towards the vision of universal coverage of water supply and sanitation by 2025. The Ministry of Rural Development (MRD) is the mandate holder for rural development including the improvement of rural water supply and sanitation services. In 2019, the Asian Development Bank (ADB) and the RGC signed agreements for the implementation of the Third Rural Water Supply and Sanitation Services – Sector Development Program (TRWSS-SDP) by MRD with funding from ADB loan and grants. ADB also provided funding for the first and the second projects.
PT INACON Luhur Pertiwi, in partnership with a local partner organization, PDAO, was entrusted by MRD to provide the consulting services as the Project Implementation Consultant (PIC) for the TRWSS-SDP. A total of 36 technical experts consisting of 5 international and 11 national key experts and 20 non-key experts have been working closely with the MRD Team of the Project Coordination Unit.
Targeting almost 500 villages in 56 communes in 10 provinces, the Project seeks to deliver three outputs such as: a) Rural water supply infrastructure and services improved and expanded; b) Rural sanitation infrastructure and services improved and expanded, and c) Institutional capacity improved. The Project aims to directly benefit approximately 56,000 households of 252,000 persons including 138,600 females. The Project life is from December 2019 to June 2024.
The project is promoting water supply technologies appropriate for rural communities such as drilled wells, community ponds equipped with water treatment plants, small piped water supply systems, and rainwater jars. The project is also piloting an innovative technology known as the air to water generators in 5 villages under the ADB grant from the High-Level Technology Fund.
The sanitation and hygiene improvement seeks to enable the communities in the 49 communes to live in open defecation-free environments and practice the hygiene behaviours of washing hands with soap, using toilets and drinking safe water.
Under the capacity development, the key stakeholders at all levels, from the community to the national government, are provided with a series of training, orientation, coaching, and mentoring to enable them to carry out their responsibilities in managing, expanding, and sustaining the water supply and sanitation facilities. The project ensures social and environmental due diligence and promotes gender equality, climate change adaptation, and disaster risks management.
Ensuring female representation in a leadership capacity, however, is still a major challenge that the Project has continued to strive to address as part of implementing the Gender Action Plan (GAP). The GAP has been developed, implemented, and monitored as a systematic approach towards gender equality in rural water supply, sanitation, and hygiene. Without the GAP promoting gender equality could remain abstract and difficult to implement. Now in its final half period, the project has maintained its good performance and is rated as on-track towards meeting its expected results by ADB during the mid-term review in November 2021.
INACON is proud to have the opportunity to work in Cambodia and to contribute to improving the quality of life of its rural people who make up more than 80 percent of the total population.
