INACON has extensive experience supporting governance reform,
decentralization, and public financial management (PFM) programs financed
by the Asian Development Bank (ADB), World Bank, and JICA. Across major
initiatives—including KDP, PNPM, SCBD, STAR, and the Local Government Finance
and Governance Reform Project—INACON has delivered integrated services covering
PFM system design and implementation, institutional strengthening, and program
management support at national and subnational levels.
INACON supports local governments in conducting institutional and
training needs assessments, preparing and implementing Capacity Building Action
Plans, strengthening budgeting and financing frameworks, and mainstreaming
gender considerations into governance reforms. These engagements have
contributed to improved transparency, efficiency, and integrity of PFM
systems, reduced fiduciary risks, and enhanced government capacity to plan,
manage, and monitor public resources.
The firm also has strong experience in large-scale community-driven
development (CDD) and poverty reduction programs in Indonesia, Myanmar, and
Vietnam, financed primarily by the World Bank. INACON has supported the design
and implementation of robust financial management systems, transparent fund
flow mechanisms, and institutional capacity building at national, regional, and
community levels—ensuring accountability while empowering communities to plan,
implement, and oversee their own development priorities.
Across flagship programs such as PNPM Rural, PNPM Urban, UPP3, RISE,
CERD, and NMPRP2, INACON provided comprehensive services including development
of financial management and monitoring systems, establishment of management
information systems (MIS), internal audit and fiduciary oversight, and training
for government officials, facilitators, and community organizations.
For the National Program for Conversion of Kerosene to LPG, INACON
delivered comprehensive marketing communication services to support
Indonesia’s energy transition policy. The program successfully raised
public awareness, built national and stakeholder support, and facilitated behavioural
change among households and distributors, contributing to the accelerated
adoption of LPG, reduced reliance on kerosene, and improved energy efficiency
at the national level.
In the Sustaining Microfinance Project (PHRD-funded feasibility study),
INACON conducted extensive analytical and field-based work to inform the
design of a nationwide microfinance program. Activities included literature
reviews, supply and demand assessments, banking sector reviews, institutional
appraisals of community-based microfinance units (UPKDs), and client surveys
across five provinces.
Collectively, these interventions have improved transparency and
efficiency in the use of public funds, strengthened local government and
community capacity for decentralized development, expanded access to basic
services and socio-economic infrastructure, and increased income and livelihood
opportunities for poor households. Through integrated PFM and CDD
approaches, INACON has contributed to measurable poverty reduction, sustainable
local institutions, and inclusive development outcomes across diverse
geographic and institutional contexts.
