INACON delivers integrated urban development, housing, slum
upgrading, land administration, spatial planning, and post-disaster recovery
solutions for projects financed by leading multilateral development banks,
including the Asian Development Bank (ADB), World Bank, Islamic Development
Bank (IsDB), and the Global Environment Facility (GEF). Our portfolio
demonstrates strong capabilities in integrated planning, technical management,
institutional strengthening, and community-based implementation, with a consistent
focus on climate-smart, resilience, and biodiversity-sensitive urban
development.
In urban planning and sustainable cities, INACON supports national and
local governments in preparing integrated city development plans,
pre-feasibility studies, and basic designs aligned with national spatial and
development frameworks. Through flagship programs such as the National Urban
Development Project (NUDP) and the Indonesia Sustainable Cities Impact Project,
we embed climate resilience, biodiversity, and sustainability principles
into urban investment planning—strengthening the linkage between spatial
planning and infrastructure programming and generating bankable, sustainable
urban investment pipelines.
Our experience in slum upgrading and urban infrastructure management,
including assignments under the National Slum Upgrading Program (NSUP), focuses
on strengthening institutional capacity, improving inter-agency
coordination, and ensuring environmental and social safeguards compliance.
These interventions expand access to basic services, improve housing and
neighbourhood conditions, and promote inclusive urban growth in targeted
communities.
INACON also brings strong expertise in post-disaster recovery and
housing resilience, delivering engineering design, construction supervision,
and community-based reconstruction in disaster-affected areas. Complemented
by community-driven development and affordable housing initiatives, our work improves
housing quality, restores critical infrastructure, and strengthens local
systems for resilient urban recovery.
In land administration, spatial data, and governance, INACON has
implemented public financial management reforms, land governance initiatives,
and information system–based institutional strengthening in collaboration with
central and subnational governments, supported by ADB and the World Bank. Under
the Local Government Finance and Governance Reform – Sector Development
Project, we supported the nationwide rollout of computerized financial
management and reporting systems across 171 provinces and districts, enhancing
transparency, accountability, and investment readiness. Through GIS-based
land resource inventory and evaluation projects, we developed reliable land
databases and spatial planning tools—supporting land-use planning, coastal land
conflict management, and evidence-based local decision-making.
Collectively, these engagements demonstrate INACON’s proven ability
to strengthen urban governance, planning quality, and implementation capacity,
reduce fiduciary and land tenure risks, and deliver inclusive, resilient, and
sustainable urban development outcomes.
